Joe Biden, describing Russia's steps towards Ukraine as "the beginning of the invasion", announced the first part of the sanctions against Russia.
Recalling that Russian President Vladimir Putin announced at a press conference at the White House yesterday that he recognized the two regions in Ukraine as independent states.
Biden said, "To put it simply, Russia announced that it has taken a large part of Ukraine from them."
Reminding that Putin decided to send troops to these two regions last night and expanded the area of the soldiers,
Biden said, "From my point of view, Putin is making justifications for taking possession of more land by force. If you listened to his speech last night, he has come up with reasons to go further. You can see it. This is the beginning of the Russian occupation of Ukraine."

We impose sanctions on two financial institutions: the Russian Trade and Development Bank and a military bank. We must stop the western financing of Russia's state debt.
