The Energy Market Regulatory Authority (EMRA) has prepared a draft for charging stations to be established on intercity highways. According to the draft charging service regulation, which will be open to public opinion, no additional fees will be charged to the vehicle owner, except for the charging service price.

At least 75 percent of the electric vehicle charging stations to be established on highways and intercity roads will have fast charging units, and the charging service price will be charged over the unit's energy cost.

The Energy Market Regulatory Authority (EMRA) will open the draft charging service regulation to public opinion.

According to the draft regulation, electric vehicle users will be able to receive high-quality and continuous service from stations that will provide charging service and to see the stations through the mobile application prepared by EMRA.

In the application, there will be information such as instant price, availability, unit power, and location of all charging stations serving. Thanks to the application, electric vehicle owners will be able to select stations and make reservations by seeing the information before or during the journey.

It will be open to all electric vehicles

The charging network operation will be carried out under the license, and the establishment of a minimum number of fast charging units will be a license condition.

At least 75 percent of the charging stations to be installed on highways and intercity roads will have fast charging units. All charging stations will be available to all electric vehicle users.

The charging service price will be based on the unit energy cost in kilowatt-hours. No additional fees will be charged to the vehicle owner within the scope of the charging service. It will be obligatory to announce the prices on the internet pages of charging network operators, digital channels, and stations, and the prices can also be seen on the mobile application prepared by EMRA.

EMRA will be authorized to take the necessary measures by determining the floor or ceiling price for the charging service. In addition, if necessary, minimum and maximum limits can be applied by EMRA.

Different units may have different prices

Charging station operators will be able to apply different prices for different power and types of units, and vehicle owners will be able to choose fast or slow charging at a cost.

With the certificates they will issue, charging network operators will be able to establish and operate charging stations for third parties. It will be possible for charging network operators to enter into loyalty agreements with vehicle users.

It will be possible to establish electricity storage and production facilities at charging stations. Thus, electricity produced from renewable sources can be used directly at the stations.

EMRA will prepare a projection every two years for the development of electric vehicle use and the need for charging infrastructure, and will notify the relevant ministries of incentive proposals in this context.

EMRA Chairman Mustafa Yılmaz stated that the said draft will be open to public opinion and said, "This is not the final version of the regulation. Here, we expect the opinion and contribution of all relevant stakeholders." said.

Noting that it will also enable the establishment of renewable energy facilities at the charging stations, Yılmaz said, "By ensuring that electric vehicles are charged with energy produced from clean sources, this potential will be used and emissions will be reduced."
