Lütfi Elvan Appointed to the Ministry of Treasury and Finance Lütfi Elvan was appointed to the Ministry of Treasury and Finance. Elvan was appointed in accordance with Articles 104 and 106 of the Constitution. After announcing the resignation of Minister of Treasury and Finance Berat Albayrak on Sunday, the decision was accepted yesterday. Lütfi Elvan sat in the vacant seat of the Ministry of Treasury and Finance. The said appointment was made in accordance with Articles 104 and 106 of the Constitution.   Who is Lütfi Elvan? Lütfi Elvan was born in 1962 in Karaman's Ermenek district. Having graduated from Istanbul Technical University Faculty of Mining, Elvan completed his master's degree in Mining and Operations Research at Leeds University in England and in Economics from Delaware University in the USA. Elvan, who has served as specialist, head of department and deputy undersecretary in various public institutions, served as Vice President of the Organization for Economic Co-operation and Development Rural Development Group, Chairman of the Board of the European Union Education and Youth Center and a Member of the EU Negotiation Monitoring and Steering Committee. Elvan was elected as the AK Party Deputy for Karaman in the 23rd and 24th Term, Antalya on the 25th Term and Mersin on the 26th Term. On 23. Term Elvan represented Turkey-EU Joint Parliamentary Committee Co-chair of the Southeast European Cooperation Process. Elvan became the President of the TBMM Plan and Budget Committee in the 24th term and then the Minister of Transport, Maritime Affairs and Communications. Elvan served as Deputy Prime Minister in the 64th Government and as the Minister of Development in the 65th Government. Being the 27th term AK Party Mersin Deputy, Elvan was serving as the President of the TBMM Plan and Budget Committee.
