Within the scope of the targets in the program, expenditure reviews will be made to report the effectiveness, economy and efficiency of the expenditures. Methods and tools will be developed to review the expenditures. As a result of the reviews, inefficient spending areas will be eliminated. The financial area to be created in this way will be allocated to priority spending areas. Public personnel will be used more efficiently, employee satisfaction will be increased, and the financial and social rights of public personnel will be determined in line with macroeconomic policies. The use of tools developed to support the preparation of professional and personal training plans in order for public personnel to work more efficiently will be expanded.   Public Procurement and Contract Processes Will Be Improved In order to achieve savings in public investment expenditures, competition will be increased by improving public tender and contract processes. With the regulation to be made on public tenders, a system will be developed for the classification of real and legal persons registered in the Electronic Public Procurement Platform (EKAP) on the basis of certain monetary limits and types of procurement. It will be ensured that this classification is taken into account in participating in tenders. The Vehicle Law will be updated in a way to consider efficiency and productivity in vehicle management. The implementation models of the Public Fleet Management System Project will be disseminated to public administrations within the scope of central government.   Revision in the Tax System Tax incentives will be evaluated with all their economic and social impacts, tax expenditure regulations will be reviewed and inefficient ones will be removed gradually. The tax effects of these incentives will be determined. Revisions will be made in the system in order to strengthen tax justice, expand the tax base and increase revenue. With the rearrangement of coverage, base and tax rates, the share of direct taxes in tax revenues will be increased. In this context, the relevant ministries will create the necessary infrastructure along with the regulations regarding the design and implementation of the system.
