The draft text included statements that it was seen that the demands of Greece, which demanded additional sanctions threats such as an arms embargo and breaking relations between Turkish companies and European institutions, were not met. All 27 members' approval is required for the draft text to be accepted. At this stage, Greece and South Cyprus is estimated to be used harsher language against Turkey. However, the issue of solidarity with the members of the union was repeated in the draft text. In addition, it was said that Turkey has led the flow of migrants from the Middle East to the continent. President Recep Tayyip Erdogan made a speech at Esenboğa Airport before his visit to Azerbaijan and gave messages regarding the possible sanctions of the EU. President Erdoğan made the following statements regarding the EU Leaders Summit on December 10-11: “Any sanction decision will be made towards Turkey does not concern Turkey. The EU has always imposed sanctions on us. The EU did not treat us honestly.” Meanwhile, German Chancellor Angela Merkel also said that the agreement with Turkey did not meed the intended result.
